The Dark - Open for Submissions
The Dark, a monthly online zine, has raised their pay rate to 6cents a word. They publish horror and dark fantasy stories of 2000 to 6000 words. They also publish reprints for 1cent a word. You can find the submission details here. The also have many issues available for your to read online for free.
