The Comedy of Rules

I just love how people set up contests.  This one for example at the very end of all the rules stated:

1.  By submitting (to contest) you agree to all the competition rules.

2.  Competition rules are subject to change.

Changing the rules mid competition and especially after the writer has paid a fee just doesn't seem fair.  And how do you agree to something you aren't aware of at the time of submitting.  Doesn't seem fair does it?

This could be the plot to a 1940's noir piece about a grifter posing as an editor. He runs adds in local newspapers asking people to pay a fee to submit to an anthology. After collecting money in one town, he moves his flim-flam operation to other states and does the same thing, keeping one step ahead of the Postal Inspectors.
