I just received an email from editor J D Graves about his new online ezine called EconoClash Review. This is a non-paying market but they publish in all genres (Yes, crime and noir are included). He will be opening submissions on October 1 and they will remain open until December 1, 2017. Stories should be 1500 to 4500 words in length. You can find the details here.
UPDATE: Not sure if I missed this or it was added later but they are now paying $10 for each story. Another paying market!!!
