One Eye Press - Open for Crime Novella Queries
One Eye Press is currently open for crime and hard luck novellas of 25,000 to 45,000 words. You must query first. They will be open until their 2016 lineup is full. You can find the details here.

I don't see any payment policy.
I didn't either but I believe they pay royalties. It is something you'll have to query the publisher about if you decide to submit.
